Traditional Irish beef stew


2 pounds stewed beef, cut into small pieces
2 tablespoons vegetable oil
2 onions, chopped
4 cloves garlic, minced
4 carrots, peeled and sliced
4 potatoes, peeled and cut into cubes
2 tablespoons all-purpose flour
4 cups beef broth
1 cup Guinness stout (optional)
2 tablespoons of tomato paste
1 tablespoon Worchestershire sauce
2 bay leaves
Salt and pepper to taste
